Level Merger takes scenes you already have — a ground floor, an upper floor, a basement, a rooftop — and stitches them into one multi-level scene using Foundry VTT v14's native Scene Levels feature. Every placeable comes along for the ride: walls, lights, sounds, tiles, drawings, notes, templates, regions, and tokens are copied onto the matching level. Your source scenes are not modified.
