
Council Hall
At the heart of town stands the Council Hall, a proud brick-and-stone structure built from the rugged cliffs and timber of the surrounding region. Adorned with banners and a tower with a large sounding horn, this building is the epicenter of political life and civic order.
In front of the hall, a massive compass rose is embedded into the cobblestone square, weathered by years of foot traffic and public gatherings. Nearby, a worn wooden gallows stands as a solemn reminder of the law’s reach—though rarely used, it draws a crowd when justice demands it. Beside it, a job board is pinned with quests, contracts, and urgent council postings for adventurers and citizens alike.

Map Features
This map includes three levels:

Exterior: Featuring the town square, compass rose, gallows platform, and job board. The exterior is built to impress, with wide steps leading into the council building and decorative gardens flanking the entrance.

First Floor: Enter through a reception area that opens into a grand hall with vaulted ceilings. The council chamber sits in the rear of the building, with five high-backed seats arranged in a semicircle where lawmakers pass judgment, hear grievances, and conduct official matters. A spiral staircase leads upstairs.

Second Floor: Includes four private council member offices and a larger lead office with access to a balcony for addressing the townsfolk below. A library stores town records, and smaller amenities like washrooms. In the back are stairs leading up to the tower with the sounding horn. The horn can be used to summon townspeople to gather or signal major events.
